The World Bank Group, in partnership with the African Development Bank and other multilateral development banks (MDBs), has launched a new collaborative framework aimed at strengthening job creation across developing economies.

The initiative comes amid rising global concerns over unemployment and weak income growth.

The framework brings together major international lenders, including:

  • Asian Development Bank
  • European Investment Bank
  • Islamic Development Bank

These institutions aim to harmonise efforts and create a unified approach to tackling employment challenges worldwide.

At the core of the initiative is a new focus on measuring how investments translate into “more and better jobs.”

Rather than simply tracking funding volumes, the MDBs plan to assess real outcomes, including employment generation and income improvements.

This marks a shift toward more results-driven development financing.

Under the new arrangement, MDBs will deepen collaboration across:

  • Governments
  • Development partners
  • The private sector

They will also refine methodologies over time, using lessons from ongoing projects to improve future interventions.

This iterative approach is expected to enhance efficiency and long-term impact.

The initiative places strong emphasis on job quality.

In collaboration with the International Labour Organization, the framework will consider:

  • Wages and income levels
  • Productivity
  • Working conditions

This reflects growing recognition that employment metrics must go beyond job numbers to capture real economic well-being.

The MDBs say the partnership will improve policy dialogue and project design, helping countries create sustainable employment pathways.

For African economies, where population growth often outpaces job creation, the framework offers a more coordinated platform for financing and policy support.

Analysts believe aligning measurement systems across institutions will help direct investments into sectors with the highest job creation potential.

The coalition emphasised that sustainable job creation is key to:

  • Reducing poverty
  • Strengthening social cohesion
  • Lowering economic vulnerability

By focusing on both job quantity and quality, the initiative aims to promote inclusive and long-term economic growth across developing regions.
