Borno State has secured nine letters of investment commitment from private sector organisations following a two-day roundtable in Lagos aimed at promoting durable solutions for internally displaced persons (IDPs), returnees and host communities.

The roundtable, held on October 8 and 9, 2026, also secured land allocation approvals for two investors and right-of-way approval for Airtel to erect telecommunications towers across the state, according to a press release issued by Dauda Iliya, Special Adviser to Governor Babagana Zulum on Media and Spokesperson.

More than 20 private sector actors participated in the meeting, alongside representatives of United Nations agencies, including the UN High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) and the United Nations Development Programme (UNDP).

Six companies signed letters of commitment on the first day, while three additional organisations signed on the second day, bringing the total to nine.

Dangote Group Allocates ₦366 Million in Shares for Displacement-Affected Communities

Among the major outcomes, the Dangote Group allocated shares worth ₦366 million for internally displaced persons and returnees, while the Dangote Foundation pledged scholarships for 4,000 girls over six years.

The commitments are expected to support economic inclusion, access to education and sustainable livelihoods for communities affected by displacement in Borno State.

The state government said the investment pipeline would be organised by sector and aligned with the relevant pillars of the Borno State 25-Year Development Plan to translate the commitments into practical projects.

Borno Offers Incentives to Attract Investors

As part of efforts to encourage private investment, the Borno State Government announced measures to facilitate business establishment and expansion.

According to the statement, investors seeking to establish industries will be allocated land within two weeks, while residential plots will be processed within 24 hours.

Other incentives include waivers, an investor-friendly business environment, an industrial hub, an international dry port and access to international markets.

The government said these measures were designed to attract businesses capable of generating jobs, strengthening local economies and creating sustainable opportunities for displacement-affected populations.

Government, GIZ to Monitor Investment Commitments

To ensure the commitments translate into measurable outcomes, the Borno State Government and the German development agency GIZ, with Dyna-vest involved where necessary, will establish an Investment Facilitation Support Group.

The group will follow up on pledges, support projects in the investment pipeline and introduce quarterly monitoring and reporting to track progress, identify implementation challenges and facilitate timely action.

The roundtable concluded with a commitment to sustained engagement between the government, investors and development partners to advance recovery and economic inclusion across Borno State.
