BPSR Awards NCAA for Outstanding Institutional Performance

The Bureau of Public Service Reforms (BPSR) has awarded the Nigerian Civil Aviation Authority (NCAA) a Gold Level status, commending the agency for exceeding expectations in the deployment of its Self-Assessment Tool (SAT).

The Director-General of BPSR, Dasuki Arabi, announced the award during the presentation of the SAT Report to the NCAA at its headquarters in Abuja on Monday.

Arabi praised the NCAA’s management for its cooperation and transparency during the exercise, noting that the Authority demonstrated strong institutional performance across key areas, including financial processes, procurement compliance, technology deployment, and staff capacity development.

“The NCAA’s performance is rated 75.35 percent, and therefore emerged a ‘Gold Level Organisation that Exceeds Expectation,’” Arabi said.

He explained that the SAT—developed in 2015—was designed to help public institutions benchmark themselves against local and international best practices, fostering transparency and efficiency in government operations.

According to him, the assessment provided a comprehensive overview of the NCAA’s strengths and areas for improvement, forming a roadmap for deepening institutional reforms.

“In a spirit of collaboration and the determination to effect positive change, let us leverage this opportunity to build upon our successes and address our gaps,” he stated.

Arabi reaffirmed BPSR’s commitment to supporting the NCAA in implementing the recommendations outlined in the report.

Responding, the Director-General of the NCAA, Capt. Chris Najomo, described the outcome as a validation of the Authority’s reform efforts and commitment to transparency and accountability.

“The exercise represents a vital step in strengthening our institutional framework for efficiency, transparency and accountability within the Nigeria Civil Aviation Authority,” Najomo said.

He commended BPSR for its support and expressed readiness to consolidate the gains of the assessment, pledging to enhance service delivery, internal auditing, procurement, and consumer protection processes.

The event ended with mutual commendations from both institutions and a shared commitment to sustaining reforms that will further improve aviation regulation and safety in Nigeria.
