Governor Uba Sani has signed three landmark laws aimed at transforming Kaduna State’s energy, agriculture and environmental sectors, in what officials describe as one of the most far-reaching governance reform packages in the state’s history.
The new legislations include the Kaduna State Electricity Law, 2026, the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026.
The development was announced in a statement issued by the Commissioner for Information and Culture, Malam Ahmed Maiyaki, who said the laws provide a comprehensive framework for expanding energy access, strengthening food security, enhancing climate resilience and promoting sustainable economic growth.
According to the statement, the Deputy Chief of Staff on Legal and Legislative Matters, Dr. Mustapha Musa, described the laws as transformative reforms designed to establish strong institutions capable of driving long-term development across key sectors of the state’s economy.
The Kaduna State Electricity Law, 2026 establishes the Kaduna State Electricity Regulatory Commission, which will oversee electricity generation, transmission, distribution and supply within the state.
Officials say the law is expected to create new opportunities for private-sector participation, encourage renewable energy development and improve access to reliable electricity for residents and businesses.
The Kaduna State Agricultural Development Fund (KADFund) Law, 2025 establishes a dedicated financing mechanism to support farmers, cooperatives, agribusinesses and other actors across the agricultural value chain.
The fund will provide grants, soft loans, technical assistance and investments in critical infrastructure aimed at increasing agricultural productivity and strengthening food security across Kaduna State.
Similarly, the Kaduna State Climate Change Advisory Board Law, 2026 creates a state-level framework for climate action and environmental sustainability. The law is expected to support climate finance mobilisation and ensure that climate considerations are integrated into development planning and implementation.
Maiyaki said the three laws collectively reflect Governor Uba Sani’s vision of building resilient institutions that can attract investment, expand economic opportunities and improve the living standards of citizens.
He noted that the reforms demonstrate the administration’s commitment to laying the foundation for a prosperous, sustainable and competitive Kaduna State through strategic investments in electricity sector reforms, agricultural transformation and climate-responsive governance.
According to the commissioner, the newly established legal frameworks will strengthen food security, improve access to energy, promote environmental sustainability and position Kaduna as a model for innovation, sustainable development and effective subnational governance in Nigeria.
Observers say the enactment of the three laws marks a significant step in Kaduna State’s efforts to modernise key sectors of the economy while creating a more inclusive and sustainable development pathway for future generations.
