NEC Approves N83.2bn to Tackle Flooding, Climate Emergencies

The National Economic Council (NEC) has approved the release of N83.2 billion for interventions aimed at reducing the impact of flooding and other climate-related emergencies across Nigeria.

The approval was made during NEC’s meeting chaired by Vice President Kashim Shettima, following a presentation by the Ministry of Budget and Economic Planning on the need for proactive measures ahead of the rainy season.

The fund is part of the intervention programme of the Anticipatory Action Task Force (AATF), a mechanism established to coordinate early responses to disasters and climate threats before they escalate into major humanitarian crises.

Cross River State Governor, Bassey Otu, who briefed journalists after the NEC meeting, said the council approved N83.21 billion, representing 50 per cent of the N166.42 billion initially requested for the intervention.

He explained that the decision reflects a shift in Nigeria’s disaster management approach, moving away from responding only after disasters occur to taking preventive steps that can reduce damage and protect communities.

“Most times, we wait until floods have caused significant damage before taking action. This time, we are taking proactive measures to mitigate the potential impact of flooding,” Otu said.

The governor noted that NEC recognised the increasing threat posed by recurring floods and agreed that early intervention would help minimise losses associated with climate disasters.

Otu added that the council may approve additional funds after further assessment of flood risks across the country, explaining that the initial approval was based on available resources and the urgency of deploying preventive measures.

The approved funds are expected to support designated implementing agencies and beneficiaries through the Federation Account Allocation Committee (FAAC) framework, with focus on strengthening preparedness and reducing vulnerabilities in flood-prone areas.

Nigeria has experienced repeated flooding in recent years, resulting in destruction of homes, farmlands, infrastructure and disruption of livelihoods in several states. The latest intervention comes amid warnings of possible severe flooding during the 2026 rainy season and increased efforts to improve climate resilience.

Beyond flood management, NEC also considered the proposed National Regional Development Policy (NRDP) 2026–2030, designed to address regional inequalities and provide a coordinated framework for development across the country.

The council said the policy would strengthen collaboration between federal and state governments, improve the coordination of regional development commissions and align development initiatives with national priorities.

With the approval of the flood intervention funds, the Federal Government said it intends to strengthen Nigeria’s disaster preparedness system and reduce the impact of climate-related emergencies before they occur.
