Borno State Governor, Babagana Umara Zulum, has received the African Public Service Excellence Award.
The honour was conferred by the African Leadership Organisation in Accra.
The award ceremony took place at the African Leadership Persons of the Year event on February 28, 2026.
The organisers said the award recognises Zulum’s fearless leadership and impact-driven governance style.
They described his administration as a model of governance under crisis.
Zulum was honoured alongside African public and private sector leaders promoting growth and accountability.
He was represented at the event by senior officials of the Borno State Government.
Dr Mairo Mandara delivered the acceptance speech on behalf of the governor.
She highlighted Zulum’s emphasis on trust, physical presence, and empathy in governance.
According to her, Borno reflects leadership that refuses to surrender to adversity.
Borno operates a 25-year development framework and a 10-year strategic plan.
The award citation highlighted Borno’s coordination of humanitarian and development partners.
Accountability measures, including surprise inspections, were also commended.
Former Ghanaian President John Kufuor was among the distinguished awardees.
Corporate honourees included First Bank of Nigeria.
Zulum was represented by Prof Usman Tar and Dr Mairo Mandara at the ceremony.
