The Socio-Economic Rights and Accountability Project (SERAP) has called on the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, to immediately comply with and enforce a court judgment directing the publication of names of individuals indicted over the alleged misappropriation of ₦6 trillion linked to abandoned projects and operations of the Niger Delta Development Commission (NDDC).

The judgment, delivered on November 10, 2025, by a Federal High Court in Abuja, also ordered the release of the NDDC forensic audit report, which covers 13,777 projects executed between 2000 and 2019.

The court ruled that the forensic audit report and related documents are public records and are not exempt from disclosure under the Freedom of Information (FOI) Act.

In a letter dated December 13, SERAP warned that continued failure to comply with the judgment undermines the rule of law and could expose responsible officials to contempt proceedings.

The organisation stressed that under the Constitution, court judgments are binding on all authorities and persons, adding that compliance is not optional.

SERAP maintained that enforcing the judgment would promote transparency, accountability, and justice, particularly in addressing allegations of large-scale corruption in the Niger Delta region.
