NOA, Nigerian Army Strengthen Partnership to Rebuild Citizens’ Trust

The National Orientation Agency (NOA) and the Nigerian Army have agreed to strengthen collaboration aimed at promoting national unity, fostering patriotism and rebuilding citizens’ trust in the country.

The Director-General of NOA, Mallam Lanre Issa-Onilu, made this known in Abuja while receiving the Chief of Civil–Military Affairs (Army), Major General Musa Awal Etsu-Ndagi, and his delegation during a courtesy visit to the Agency’s headquarters.

Issa-Onilu commended Etsu-Ndagi, who assumed office in late October, for promptly reaching out to civil institutions, describing the move as a clear demonstration of strategic understanding of civil–military engagement. He noted that psychological disconnection from the Nigerian state remains a major challenge, worsened by years of governance gaps and the exploitation of ethnic and religious divisions.

He stressed that effective civil–military collaboration, supported by professional and transparent communication, is critical to rebuilding public trust and strengthening citizens’ sense of belonging. The NOA chief also highlighted the Agency’s mandate of communicating government policies and mobilising citizens around shared national values, adding that evidence-based messaging should complement security operations.

In his remarks, Major General Etsu-Ndagi said the visit was aimed at deepening cooperation with the NOA. He expressed concern over the spread of misinformation and divisive narratives, particularly on social media, and pledged the Nigerian Army’s support in joint efforts to promote unity, patriotism and national cohesion.

He conveyed the appreciation of the Chief of Army Staff and reaffirmed the Army’s commitment to sustained collaboration with the National Orientation Agency in the interest of national stability and development.
