The Katsina State Government has signed a ₦155 billion Memorandum of Understanding (MoU) with COSMOS Residential City Nigeria Limited for the construction of 3,750 agro-residential housing units in Kankia Local Government Area and Radda town as part of efforts to boost mass housing delivery, youth employment and food security.
Governor Dikko Umaru Radda disclosed this during the MoU signing ceremony held at the Government House in Katsina, describing the agreement as a major milestone in the state’s inclusive economic development agenda.
According to the Governor, the project will deliver 2,500 housing units in Kankia and 1,250 units in Radda under an innovative agro-residential model that integrates modern housing with backyard fish farming and vegetable cultivation.

“This agreement is the product of careful planning, due diligence and mutual trust. We are committed to ensuring that all obligations entered into by the Katsina State Government are honoured to guarantee sustainable outcomes for our people,” Radda said.
He explained that the project would be executed within 16 months to two years and would target unemployed youths, low-income households and residents with vocational and farming skills, including those without formal Western education.
The Governor disclosed that beneficiaries would receive fully furnished housing units, training in modern farming practices, access to digital farm monitoring systems and international markets, with projected monthly earnings of up to ₦200,000.
He added that beneficiaries would participate in a structured savings scheme of between ₦50,000 and ₦70,000 monthly to offset investors’ costs, after which ownership of the houses and farms would be transferred within three to five years.
Governor Radda confirmed that land has already been allocated for the project and that COSMOS has committed to mobilising to site within 10 days for immediate commencement of construction.
Earlier, the Head of Service, Alhaji Falalu Bawale, said the initiative would strengthen youth empowerment, skills development and food production across host communities.
Managing Director of COSMOS Residential City Nigeria Limited, Murtala Sani Ibrahim, disclosed that the project is being implemented in partnership with SuperEye USA Corporation and assured that local contractors and artisans would be prioritised.
He added that the second phase of the project would extend to Katsina, Daura and Funtua.
The signing ceremony was attended by senior government officials and representatives of COSMOS Residential City Nigeria Limited.
