House Approves Gagdi’s Security Motion, Considers Anti-Corruption Reform Bills

The House of Representatives has approved a motion sponsored by Rt. Hon. Yusuf Adamu Gagdi, Ph.D., OON, member representing Pankshin/Kanke/Kanam Federal Constituency and Chairman of the House Committee on Navy, seeking urgent security and humanitarian interventions in Kanam Local Government Area of Plateau State.

The motion, which came under Matters of Urgent Public Importance, highlighted the persistent incidents of banditry, kidnapping, cattle rustling, and flood disasters affecting Garga and other parts of the constituency.

Following debate, the House resolved to establish a Forward Operation Base in Garga to enhance military response; create a Divisional Police Headquarters in Gum and a Civil Defence Divisional Office in Gwamlar to strengthen inter-agency coordination; and deploy a special operations team of the Department of State Services (DSS) to support intelligence-led actions in Kanam.

The lawmakers also directed the National Emergency Management Agency (NEMA) and the Ministry of Humanitarian Affairs to provide relief and rehabilitation assistance to victims of insecurity and natural disasters in the affected communities. A minute of silence was observed in honour of Mallam Hudu Alhassan Musa, the late Village Head of Shuwaka, who was reportedly killed in captivity by kidnappers.

In the same week, Gagdi led debate on the Proceeds of Crime (Recovery and Management) (Amendment) Bill, 2025, which scaled second reading on the floor of the House. The bill seeks to strengthen Nigeria’s asset recovery framework, address gaps in the Proceeds of Crime Act, 2022, and align it with global anti-corruption standards.

The proposed amendments aim to expand non-conviction-based forfeiture mechanisms, establish protections for whistleblowers and witnesses, recognize digital and virtual assets through a National Confiscated Wallet, accelerate judicial processes, and ensure transparency in the management of recovered assets.

The lawmaker has also sponsored other key reform bills currently before the National Assembly, including the Economic and Financial Crimes Commission (Establishment) Bill, the Department of State Services (Trust Fund) Bill, and two Federal Universities (Kano and Zaria) Establishment Bills, which have passed the House and are awaiting concurrence by the Senate.

The recent legislative efforts underscore Gagdi’s focus on strengthening national security, institutional accountability, and sustainable development through effective lawmaking.
